Assign every physical and control boundary before manufacture.

A conveyor can introduce moving belts, chains, sprockets, rollers, drives, transfer gaps and access points. When it is connected to a filler, capper, labeller, inspection system or another conveyor, the relevant hazard may sit across the boundary between suppliers. The project should number each interface and state who is responsible for the guard, support, fixing, electrical connection, safety function and final validation.

The assessment must include normal production and foreseeable tasks such as cleaning, format change, jam clearance, maintenance, fault finding and product recovery after a stop. A guard that prevents access during production can still be unsuitable if it cannot be removed safely or leaves an unaddressed hazard during a routine task.

UK machinery duties depend on the role of each economic operator, the status of the machinery or assembly and the way equipment is supplied and put into service. The final project should be reviewed against the legislation and guidance that apply at that time. HSE guidance explains responsibilities for machinery manufactured for use in-house or assembled on site and provides an introduction to work equipment and machinery requirements. The essential health and safety requirements in Schedule 2 of the Supply of Machinery (Safety) Regulations 2008 are also relevant where those Regulations apply.

This guide is not a conformity assessment, risk assessment or safety-system design. A competent person must review the actual conveyor, connected machines, intended use and installation. Do not infer compliance from a generic component, drawing or web page.

Change control

Repeat the relevant assessment when the product, layout or line sequence changes.

A new container height, wider guide setting, revised transfer, moved photoeye, replacement drive or additional machine can change access and stopping behaviour. The project record should identify which changes need engineering review and which validation tests must be repeated before production restarts.

Who is responsible for guarding between a conveyor and a packaging machine?

Responsibility must be assigned for the complete interface. The final machinery assembly and project contracts determine who designs, supplies, installs and validates each guarding and safety function boundary.

Can a product opening be specified from product dimensions alone?

No. Product dimensions are an input, but the opening also needs a site-specific risk assessment considering reach, movement, stopping behaviour, foreseeable access and the complete guarding arrangement.

Is an emergency stop the same as a protective guard?

No. Emergency-stop equipment is a complementary protective measure and does not replace suitable guarding or other risk-reduction measures for accessible hazards.

What should happen when a guard is opened?

The required response depends on the assessed hazard and safety design. The final safety-related control function, stopping behaviour, reset and prevention of unexpected restart must be designed and validated for the actual machinery.

Can ordinary PLC logic or a product photoeye be used as a safety function?

They must not be assumed to be safety functions. Safety-related parts of the control system require an appropriate architecture, components, design process and validation for the identified risk.

What evidence should be retained at handover?

Retain the final risk assessment, interface schedule, drawings, safety-function description, validation records, instructions, residual-risk information and change-control responsibilities appropriate to the supplied assembly.

The final installed line needs one documented risk assessment and clear ownership of every accessible hazard and safeguarding interface.

Who should assess the final gap between guards on adjacent machines?

The completed installation must be assessed by a competent party with visibility of both machines, the transfer and the tasks performed around them. Dividing supply does not divide the physical risk. Record who owns the final assessment, any infill guarding, access control, validation and documentation before the equipment is accepted.

Why can a conveyor become unsafe after it is integrated into a line?

Integration can create new nip points, reach paths, trapping spaces, unexpected movement or access needs that did not exist when each machine was considered alone. It can also change the emergency-stop and restart sequence. Review the complete installed arrangement and operating tasks, including cleaning, jam clearing and maintenance, rather than relying only on the individual machine guards.

What should be considered when routine jam clearing requires access?

The design should first seek to remove the cause and reduce the need to enter a hazardous area. Where intervention remains necessary, the site needs a safe, documented method with suitable isolation, access and competence. HSE guidance emphasises that safeguards must remain in place and that work equipment should be appropriate, maintained and used safely.

Why is an emergency-stop device not a substitute for guarding?

An emergency stop is a complementary protective measure used when an abnormal situation has occurred; it does not prevent normal access to moving parts or remove the need for suitable safeguards.
